Gender Assessment and Action Plan (GAAP)

Embedding gender equity and inclusion within Mozambique’s science, technology, and innovation policy framework.

The Gender Assessment and Action Plan (GAAP), authored by Orizon Consulting, serves as a tool to facilitate the integration of gender equity and inclusion into the Government of Mozambique’s Science, Technology, and Innovation (STI) Policy. The GAAP identifies gender-related barriers and opportunities across policy, institutional, and community levels—ranging from women’s underrepresentation in research and leadership to limited access to finance, training, and innovation resources.

By establishing clear actions, measurable indicators, and accountability mechanisms, the GAAP supports the development of a more inclusive national innovation system. It strengthens policy alignment, ensures equitable participation in science and innovation, and promotes gender-responsive financing and governance as integral components of Mozambique’s STI framework.

Developed under the CTCN Technical Assistance framework, the GAAP will guide the Government of Mozambique and its partners in embedding gender-responsive approaches across national innovation and climate-resilient development strategies.
